A specialist in European integration, he has taught in several universities in France and Switzerland, notably at the University of Geneva. In 1990, as part of a mission initiated by the President and the Congress of Local and Regional Authorities of the Council of Europe and the FEDRE Foundation, with the support of the Canton of Geneva, he accompanied and advised the Ministry of Reforms of Poland, during the democratic transition of this country. Together with his colleague, he created the Council of Europe Information Office in Warsaw.

For many years he has also been a senior adviser and secretary general of the FEDRE Foundation for the Sustainable Development of European Regions, working on issues relating to regional institutions and the components of sustainable development. He has particularly been active in the Balkans.

Rauf Khalilov

Rauf Khalilov, CEO and the shareholder of ISR Holding was born on November 4, 1979 in Baku. He has bachelor degree in International Relations from Franklin College in Lugano, Switzerland in 2001.

He worked in FINANSBANK 2001- 2003, Geneva, Switzerland and in 2003- 2007 in Glencore, London, UK. In 2007, Rauf Khalilov joined the family business in Azerbaijan, where he started automotive division within a holding. Today it is represented with brands like Toyota, Lexus, Peugeot, BYD in 3 cities in Azerbaijan and Georgia. In 2010, established logistics company in Georgia with container carriers and has the largest fleet of car carries in Caucasus.
In 2011, he started a retail fashion (Retail Group of Azerbaijan) in partnership with Fawaz Al Hokair in Azerbaijan which represent more than 35 brands such as Massimo Dutti, Zara, Bershka, Stradivarius and others.

Recent projects are in agriculture, greenhouse for roses growing (turnkey project by Netafim), and IT accounting support and implementation of ERP systems.

As a CEO of ISR Holding, Rauf Khalilov also successfully manages hospitality business (Hilton Baku and Park Inn by Radisson), business center, shopping mall, industrial machinery sale and other businesses.

Rauf Khalilov was a President of Azerbaijan Ski Federation from 2008 till 2022. From January 2022 he is a President of Azerbaijan Golf Federation. Currently Mr. Rauf Khalilov also is a board member of SABAH football club (2018- present) and a board member in Israel – Azerbaijan Chamber of Commerce.

Tural Aliyev

Advisor for sustainable development issues

Ph.D. Researcher and Urban Planner at the University of Geneva (Institute for Environmental Sciences) and member of the Urban Hub Genève.

While working within the framework of collaboration between UN-Habitat, UNECE, UNEP, and the University of Geneva, Tural Aliyev has had a chance to be part of several side events, workshops, and projects related to Agenda 2030 for Sustainable Development and Sustainable Development Goals (especially, SDG 11, 13 and 17).

Within the context of the Centre of Excellence on Smart Sustainable Cities and Sustainable Urban Development initiated by the United Nations Economic Commission for Europe (UNECE) and the University of Geneva (UNIGE), Tural Aliyev has been closely involved in administering and managing several projects addressing global environmental issues to improve policy and decision-making in collaboration with Harvard University’s ZOFNASS Program, UN-Habitat, and UNEP as well as national and local governments. He is a leading specialist in the workshops of UNEP, and UNECE and has had the opportunity to be a speaker at different conferences.

He is fluent in English, French, Russian, Turkish, Azerbaijani and German languages.
